Petroleum License
FUEL SITE AND RETAILER LICENSE
Any person or business that intends to sell prescribed petroleum products (such as fuel stations) to the public requires two key licenses:
1. Site License: Governs the storage of petroleum products on-site. This license ensures that storage facilities comply with safety and environmental regulations. A Site License is transferable, making it possible to transfer ownership when the business is sold.
2. Retail License: Required for the sale of petroleum products to individual consumers. Retailers may only purchase from licensed manufacturers or wholesalers. The Retail License is non-transferable, meaning a new owner must apply for a new license when a business changes hands.
FUEL WHOLESALE LICENSE
A Wholesale License is required for any person or business that purchases and sells prescribed petroleum products in bulk—defined as 1,500 liters or more per transaction.
Wholesale activities can involve:
• Purchasing from or selling to licensed manufacturers, wholesalers, or retailers.
• Selling directly to end consumers for personal use (e.g., bulk fuel for fleets).
